The version of this idea that did once work is instructive. In the 2000s a group reverse-engineered the pseudo-random generators in certain older machines, timed spins against them, and predicted outcomes on those specific models. It required obtaining machines, extracting firmware and years of analysis — and it ended in prosecutions. It was not an app, and the weakness it exploited is not present in modern certified hardware.
Cheat and hack apps
These are the most heavily advertised and the least real. A phone has no channel to the internals of a sealed machine: no port, no radio link, no exposed interface. There is nothing to connect to.
The legal position is simpler than the technical one. Interfering with a gaming device is a crime in every US gaming jurisdiction, generally a felony, and enforcement is active — cheating cases are prosecuted regularly and surveillance coverage on a modern floor is comprehensive.

Supply a progressive jackpot’s current value and its rules and it will tell you how its value has changed as it climbed. That arithmetic is genuinely useful and almost nobody does it.

What a scanner actually does
Three steps, none of them magic.
It identifies the game. A floor holds hundreds of cabinets and the artwork is deliberately similar between games that behave very differently. Knowing precisely which game you are looking at is a prerequisite for everything else, and it is the step people most often get wrong unaided.
It reads the displayed state. On games that retain something between plays, that value is on the screen. A scanner reads it from a photograph.
It applies that game’s rules. This is the part that cannot be generalised, and the reason a general article is useless here. What a displayed value means depends on the game, the version and the configuration. A number that qualifies on one cabinet means nothing on the next one along. Anyone offering a single figure that works across machines is guessing.
